Police Chief Katie Lester said officers who arrived at the scene at around 2am on Sunday found the body in the street amid a large crowd that had gathered in the area. Police initially reported "many casualties" after the attack, not far from the state Capitol, as they walked past the massacre and counted the victims.
The big fight took place just before the shooting, Leicester said at a news conference on Sunday afternoon. He said Sacramento police confirmed there were multiple gunmen and found "hundreds of evidence" at the scene, including stolen weapons.
At least 18 people were shot dead, officials said, and 12 were being treated at a nearby hospital. Six adults -- three men and three women -- died from gunshot wounds, Lester said.
"The level of violence that has just occurred in our city is unprecedented in the 27 years I have been here in the Sacramento Police Department," he said.
Broken glass and police evidence strewn all over the block. Police tweeted that investigators were aware of a video on social media that "appears to show an altercation" that took place shortly before the shooting. No arrests were immediately made and an online evidence portal was set up.
"If anyone sees something, there is a video, they can give all the information to the police, we ask for their cooperation," Leicester said.

A video posted to Twitter showed people running down the street with gunshots in the background. A number of ambulances and other first aid teams were deployed.
Kelsey Shar was staying on the fourth floor of the Citizen Hotel when she said she heard gunshots and saw lightning. From the window, he saw "a man running and shooting."
Berry Acius, a public activist, said he arrived shortly after the shooting.
"There are a lot of victims covered in blood," Acius told local news ABC10. "I just witnessed some families not knowing if their loved ones were still alive, running away, trying to find out what was going on, people upset, people upset. It was just awful.
Pamela Harris stood outside the breakaway zone on Sunday waiting for news of her son Sergio. Sergio Harris went to a London nightclub Saturday night and the family haven't heard from him since, he told the Sacramento Bee.
"We just want to know what happened to him," said Pamela Harris. "Knowing nothing is hard to bear."
Sergio Harris' family later confirmed to KCRA 3 that he was one of the six people killed.
“My son is a very energetic young man,” Pamela Harris told KCRA 3. “Fun to be around, he loves to party and smile all the time.” Don't bother people. Doing this is crazy. Only question now is that I don't know what to do. I don't even think it's real. I feel like it's like a dream."
It is not known if the victims were targeted.
The town hall was opened as an information center for the families of the victims; City and police are on site. Authorities sealed off an area eight blocks from the Golden One Center - where the NBA's Sacramento Kings play - and said an investigation was ongoing. Leicester, who did not provide details on the type of weapon used, described the crime scene as "very complex and intricate".
Some of the injured were taken to hospital by ambulance, while others left alone or were carried by friends, Lester said. No information was given about their condition.
